Seaside Park officials are preparing for a county-led project to pave Ocean Avenue and the associated parking strips along the oceanfront in town, which will be accompanied by a secondary project that will see the re-striping of the parking spaces along the avenue that will bring them in compliance with current standards under the Americans With Disabilities Act.
It is expected that the county’s repaving project will occur in the spring once asphalt facilities reopen following their annual winter closure. The roadway will be milled and paved, which will naturally include the shoulder parking areas that run from Porter Avenue to 14th Avenue.
“Ocean Avenue is going to be repaved by the county, but they are not going to repaint the parking strips by themselves,” said Councilman Marty Wilk. “They’re going to do the center lines, of course, but not the parking spaces or the kiosks.”
The borough council last week passed a resolution awarding a contract to RVE Engineering to design a parking plan for the length of the roadway.
“The design is to get it into compliance with existing state codes for handicapped access – that is what this is about – and we’re responsible for re-striping those spaces, and this is our portion,” said Wilk.
The county will perform the striping of the yellow lines down the center of the road, as well as crosswalks and other “official” roadway markings, but the borough is responsible for outlining spaces and marking off beach access areas, kiosks and other local features. RVE’s contract includes $7,500 for the design of the parking plan, and an optional $5,500 to develop technical specifications and bid management, if required.
There is a chance that Ocean County may be able to perform the physical painting if the borough provides the design, said Councilman Jerry Rotonda.
“We may be able to save money to paint it, but of course we still need the specifications,” he said.
