Officers arrived and checked the area no active fire or sparks were observed. Officers spoke to the caller who advised us that in the parking lot people were lighting off wish lanterns and the wind took them, and they got caught in the power lines. These lanterns have a metal frame which caused the sparking when they initially got caught up in the power lines. We observed one at 14th and one at 13th stuck in the power lines. The fire department arrived to ensure there was no immediate dangers. No subjects remained in the parking lot when we arrived. JCP&L responded to clear them out of the power lines.
